Supervised Visitation and Exchange Rules and Procedures
Information
• You understand that your UVC records and file are fully available to legal professionals involved in your case, and so you will allow all UVC records to be made available to them, through the Consent for Release/Exchange of Client Information Consent Form. Any records generated by UVC staff arising from visitation are not confidential under the law.
• You will attend an individual Intake Session and provide all required documents and information before scheduling the first visitation.
• You will not ask UVC for therapy, counseling, or parent training, nor crisis counseling following a visit. If you need these, you can seek them through other avenues.
• If you have concerns about what happened in a visit, you have the right to request a copy of the visitation notes through your attorney.
Scheduling and Punctuality
• Punctuality is very important. Anyone tardy to visits or pickups will be charged accordingly by the minute. Tardiness is reported to the court, and repeated violations will result in termination of visits.
• You will make plans through UVC for each meeting or exchange date and time at least 7 days before the meeting.
o To schedule a meeting, you will contact UVC on Monday through Friday before 5:00 pm. o One exception: You may schedule your next meeting before leaving the previous meeting even if your meetings fall on the weekend.
• You will follow this schedule for arriving at and leaving visitation meetings:

• You will arrive and depart at the place or entrance designated by the monitor or center. • The monitor has the authority to decide to make minor changes to the schedule based on circumstances, and to override the schedule above.
• You will not leave UVC property until excused by the visit monitor. Then you will leave immediately.
• If you need to reschedule or cancel a meeting, you will contact UVC more than 48 hours before the meeting is scheduled.
• On the day of the meeting, if you are experiencing fever or other signs of illness, you will contact UVC immediately.
• Only the visiting and custodial parents may schedule visitation meeting or exchange times. You will not have others attempt to schedule meetings, such as a Court Appointed Special Advocate (CASA), attorneys, court officials, or friends of the court. The one exception is CPS/DFPS.
• If you are a no-show at a meeting or are 15 minutes or more late, without notifying UVC, no further visits will be scheduled until the case is referred back to court.
Note: If you violate the no-interaction policy, UVC will report this to representatives of the court. If you have a restraining or protective order, breaking UVC’s no-interaction policy may result in a violation of your order.
Note: If you cancel or are late, UVC will ask you to provide a reason and a doctor note or other documentation of the reason. You will provide the documentation prior to the next visitation.
Relationships and Communication
• You will have no contact with the other parent during drop-off, pick-up, exchanges, or meetings through UVC.
o You will use the parking area assigned to you.
o You will not use drop-off, pick-up, exchanges, or meetings through UVC as an opportunity to serve legal papers.
• If you arrive before the entry door is unlocked, you will not try another door, but will wait until the entry door is unlocked by UVC. Staff will come at the appointed time to open the door and let you in for your visit.
• You will not prolong goodbyes with the child, even if the child is crying.
• You will protect the child from adult topics or conflict:
o You will not talk about any aspect of the case or other adult topics where the child can hear.
o You will not ask the child about the other parent.
o You will not communicate negatively, verbally or non-verbally, about the visitation, or the other parent, UVC staff, or anyone else involved in your case. This included words, facial expression, gestures, and sounds of dissatisfaction.
o You will not talk with the child about what might happen in the future or did happen in the past. You will focus all conversation on the present time, the visit that is happening right now.
o If you need to pass questions or information to the other parent, you will do it through the UVC staff, not through the child.
o If you have any immediate concerns about the child or visitation, you will do it without the presence of the child.
• You will not use physical discipline or verbal abuse with the child on UVC property or during visits. UVC staff members are mandatory reporters of suspected abuse, grooming (building trust with a child to abuse them), exploitation, and threats to do harm to others, and if we are concerned, we will make a report to authorities.
• You will avoid engaging UVC in non-urgent or personal conversations, or anything not related to the visitation. You will not solicit personal information from staff or attempt to engage in discussions with them. All of your interactions, including before, during, and after visits, will be recorded in the monitor’s observation notes.
• If you are a DFPS, OCOK, or 2Ingage client, and if you want any information or documentation about the meeting, you will request it from your caseworker. UVC will only tell you about feeding times and emergencies.
• You will not ask UVC staff to act as a go-between with the other parent except to schedule visits and to transfer the following child-related material: health information, medicine, food, or toys. UVC will not report details of a visit to the custodial parent.
• You will comply with instructions from the Visit Monitor without argument or hesitation, even if you don’t understand the reason for the instructions.
• You will not ask the child to communicate a message to the other parent.
Payment
If you are responsible for payment for UVC services,
• You will pre-pay for any meeting or exchange at least 7 days before that event, unless alternative arrangements have been made with the UVC Director.
• You will pay any fees owed at least 7 days before the next meeting or exchange, unless alternative arrangements have been made with the UVC Director.
• Although UVC will send reports and records to CPS and the Guardian ad Litem without additional charge, you will pay any for any additional reports for your case according to the fee schedule in the Cost of Service – Fee Agreement Form.
• If you are late for a drop-off or pick-up, you will pay a late fee, even if you are not normally responsible for paying (see Fee Agreement Form for amounts of fees).
o A parent is considered late if they arrive any time after the scheduled start of the visit or exchange.
o A parent is considered a no-show if they arrive any time after 15 minutes past the scheduled start and will be charged for the entire meeting.
o If the waiting parent wishes, UVC will continue waiting with them and allow the visit or exchange to take place if the other parent shows up. However, the meeting will end at the originally scheduled time no matter when it starts.
o If you show up late, UVC may end meetings any time after the start time. • In general, if something you do or don’t do causes a meeting to be terminated in mid-meeting or cancelled altogether, you will be responsible for paying for the whole meeting cost, even if you are not normally responsible for paying.
o If you miss a meeting, you will pay for the meeting
o If you reschedule or cancel a visit or exchange less than 48 hours before its scheduled start, you will pay for the meeting, even if you are not normally responsible for paying. This is true even if you try to contact UVC but cannot get through.

Cancellation by UVC
• UVC has the right to cancel, terminate, reschedule, or suspend visitation or neutral exchange in good faith:
o If we suspect you or your child has a contagious disease that would endanger others.
o If we detect lice or nits in hair. You will allow UVC to inspect the hair for lice. o If we detect that you or the child has a fever or other illness.
o If you violate any court order restriction.
o If you fail to comply with any other court ordered program, such as probation, drug testing, or DFPS plans.
o If either parent is suspected of being under the influence of drugs or alcohol. o If either parent has an outstanding warrant against them.
o If you are more than 15 minutes late for a meeting.
o If any payments to UVC are late.
o If any unauthorized guest shows up for a visit
o If a child arrives without documented required emergency medicine such as an EpiPen or asthma inhaler.
• If the visiting parent does not manage the behavior of the child during the visit. o If the UVC visit monitor believes it to be in the best interest of the child for any reason. UVC also has the right to refuse any case in good faith.
• UVC’s decision to cancel is final, immediate, and non-negotiable. You will go along with this decision calmly and immediately.
• If you are the visiting parent, you will allow UVC to retain control of care and custody of the child until returned to the custodial parent.
Miscellaneous
• UVC has the right to decide whether any behavior is inappropriate.
• You will not allow anyone to wait in the car or on UVC property during your visitation. • You will take responsibility for all belongings that you bring to the visit or exchange. • You will not use gum or tobacco, alcohol, or drugs on the UVC property, indoors or out. You will allow UVC to search you and your property to assure this.
• You will not bring any weapon or object that could be used as a weapon on the UVC property, even if you have a concealed-carry license.
• You will not bring peanuts or peanut products on UVC property.
• You will not make audio or video recordings while on UVC property, unless UVC and the other parent have agreed beforehand.
• You may use your phone only to order food, take pictures of the child, or send for a ride. This is only allowed during the first and last few minutes of the visit, after letting the monitor know. • You will bring no animals, including pets or service animals, to UVC property or to visits.
For visiting parent:
• During the visit, your behavior and appearance should be reasonable and appropriate. • You will allow UVC to lock your car keys in a lockbox before visitation, without argument or resistance, until the end of a visit.
• You will not bring any guest without prior approval of UVC.
o A guest must either be included on the court papers, or agreed to by both parents and UVC.
o Guest approval requires that you ask UVC in writing at least 48 hours before the visit. o A guest is only approved for specific date(s) and time(s) and may not visit again without another approval.
o UVC has the authority to grant or deny visitors based on court order, criminal records and other legal documentation and findings.
o You will be accountable for the behavior of any guest you bring.
o The behavior of guests will be documented and the documents submitted, just as it is with visiting and custodial parents. Guests must agree to this before joining a visit • You will contact no one else to visit by phone or video call during the meeting. • If you bring any snacks or ingredients for meals, you will abide by dietary restriction for the child.
• If a child needs help using the restroom, you may accompany them. You will allow the visit monitor to observe. If there are other children present, you will bring them all to the restroom with you.
• If a child needs an adult to help with a diaper change or change of clothing, you will do it unless prohibited by a court order.
• During the visit, you will be responsible for guiding and managing the behavior of the child. o You will interact appropriately with your child during the visit based on their age and level of functioning.
o You will use no physical discipline on the child under any circumstance.
o You will not threaten to spank or hit the child.
o You will not use foul language or swear.
• You will speak only in a tone loud enough for the visit monitor to hear all conversations, and in the language of the monitor unless otherwise agreed.
• Before leaving, you will restore the visitation room to its original condition. o You will wipe down toys, table, chairs and any other UVC furnishings used during the visit with the cleaning products provided by UVC.
o You will tidy the room, such as putting away toys and picking up trash.
o The visit monitor will advise you when there are 10 minutes left in the visit and you will complete cleanup before the scheduled end of the meeting.
• You may give the child gifts.
o You must get approval from UVC staff for each gift before the child sees it. UVC might not answer immediately, depending on their need to check court documents or other authorities.
o You will leave gifts unwrapped (although they may be in gift bags).
o You may give gift cards or cash cards, but not cash.
o You will allow UVC staff to inspect any gifts, including cards.
• You will not give the child a written message unless it is approved by UVC and the court order.
For custodial parent:
• You will make provisions for another adult to care for your child when you are meeting with UVC, including during the Intake Session.
• You will wait away from UVC during the visitation.
• You should discuss concerns with UVC only when the child is not present, and not while dropping off or picking up the child.
• To protect the integrity of the meeting as a way for the visiting parent to show discipline and parenting skills to the observer, you will put no restrictions on the child, UVC, or the visiting parent during the visit. However, all restrictions placed in the court order on file will be followed.
• You will pass no information to the visiting parents through UVC, with the exception of health information, medicine, or favorite toys/food.
• If a child wears diapers, you will provide diapers and wipes for the visit.
• You will provide a change of clothes for your child if it might be needed because of soiling. If you do not, and spare clothing is needed, UVC will call you to bring it, and will document that you did not provide adequate necessities.
• If a child is bottle-fed, you will provide at least one bottle for the visit.
• You will provide dietary restrictions for your child through UVC.
• If your child relies on an EpiPen, asthma inhaler, or other medical relief in case of an emergency, you will bring it to each visit and place it in the First Aid Kit. As an alternative, you may permanently leave the EpiPen or other emergency medicine marked with your child’s name at UVC’s site. If you do not bring the medicine, the meeting will be cancelled and you will pay the full cost of the missed meeting.
• You will not push the child to talk about how the visit went.
• If a child brings anything to the meeting or receives anything from the other parent (for example, toys or clothing), you will allow the child to bring it home with them and will not return it to our office or to the visiting parent.
• If you violate UVC rules or procedures, UVC has the right to forbid you from coming onto UVC property and require you to find an alternate way for your child to be brought to the visit.
